Letter to the Minister of Health RE: MS and CCSVI, August 20, 2010
Dear Minister Aglukkaq,

Further to our letter of May 6th, 2010, we are once again writing to you to ask for federal leadership, regarding Multiple Sclerosis (MS) and chronic cerebrospinal venous insufficiency (CCSVI). Specifically, we are requesting that CCSVI be on the agenda of the Health Ministers’ meeting in St. John’s, Newfoundland on September 13th and 14th, 2010, and that both Dr Sandy MacDonald–the only physician who has performed the liberation procedure for CCSVI in Canada—and Dr. Mark Haccke—a world leader in diagnostic imaging—be invited to present their most recent scientific evidence.

Request for Emergency Debate on MS and CCSVI
Mr. Speaker, I rise to request an emergency debate on an urgent issue of national importance.

    There are 55,000 to 75,000 Canadians who live with multiple sclerosis. Our country has one of the highest rates of the disease in the world. MS is a devastating, unpredictable disease, which affects balance, hearing, memory, mobility and vision. Its affects are physical, emotional, financial and last a lifetime. MS steals futures from families and there is no cure.

Speech on C-475 - An Act to amend the Controlled Drugs and Substances Act (methamphetamine and ecstasy)
Madam Speaker, she was bright, active in her community and supportive of her family. She had known past tragedies involving ecstasy and had asked her family to trust her not to take the drug, but a few Saturdays ago, instead of going to a party, she headed to a rave, where the group she was with took ecstasy. Afterwards, she slept 15 hours and by the time the ambulance was called, her heart was beating very slowly. She died in hospital.

Mr. Speaker, I am pleased to follow my hon. colleague in speaking to Bill C-32, as I believe it is vitally important to curb tobacco use among children.

Most smokers begin smoking in childhood or early adolescence. Ninety per cent smoke before the age of 18. Early starters are more likely to become addicted daily smokers. Partly because the tobacco industry targets adolescence, 82,000 to 99,000 young people start smoking every day.

Mr. Speaker, today I rise in the House to support Bill C-6, An Act respecting the safety of consumer products, on which our committee worked collegially for extended hours, having heard testimony from consumer products organizations, to environmental defence organizations, to toy manufacturers and struggled through challenging issues for both consumer health and well-being and for industry.

Reducing risk to human health has been a preoccupation of people, physicians and politicians for the last 5,000 years. Virtually every major advance in public health has involved the reduction or the elimination of risk, with the result being that the world is a safer place today. It is safer from accidents and deadly or incurable diseases and safer from hazardous consumer goods.

Mr. Speaker, today I rise to speak about an issue that is of tremendous concern to my Etobicoke North riding, namely crime and reducing crime.

My riding is next door to Pearson International Airport and it is where many newcomers come to settle and work long hours for minimum wage, even if they were physicians or professionals back home. It is also home to a high number of single mothers, many holding down multiple jobs just to put food on the table for their children.

Madam Speaker, I support the amendment of my hon. colleague. Although September 13, 2007, will be celebrated as a day when indigenous people and the United Nations moved to reconcile painful histories and resolved to move forward respecting human rights, it will not be remembered so here in Canada. The UN Declaration of Rights of Indigenous Peoples was adopted by an overwhelming majority vote of 144 to 4 member states, opposed only by Australia, Canada, New Zealand, and the United States. It was the first time that Canada sought to be exempted from a human rights standard adopted by the General Assembly.

Mr. Speaker, I am pleased to speak to Bill C-16 at second reading. This bill requires a respect for and an understanding of science and innovation, a discussion of climate change and real investment in climate science.
Science and innovation must be fundamental to this bill. Environmental enforcement requires monitoring and surveillance. If we look at the atmosphere, we must look at atmospheric chemistry and how carbon dioxide and methane increase in the atmosphere. It requires looking at ice cores and the percentage of carbon dioxide from two million years ago.

Illegal Tobacco Products
Mr. Speaker, yesterday was the one-year anniversary of the release of the RCMP's contraband tobacco enforcement strategy.

The RCMP notes that the growing trade in contraband tobacco challenges health objectives to reduce tobacco consumption; provides easy and unmonitored accessibility to tobacco by Canada's youth; requires increased criminal justice spending; supports other criminal activities, such as drug and gun trafficking; and takes away hundreds of millions of dollars annually from the government.

Speech on C-3, An Act to amend the Arctic Waters Pollution Prevention Act

Madam Speaker, I rise in the House today to lend support to Bill C-3, a bill to protect Canada's Arctic environment and sovereignty. The Arctic grail, or Northwest Passage, was the water route through Canada's northern islands that explorers sought for three centuries. In 1903, Norwegian explorer, Roald Amundsen, waited months for the ice to sufficiently melt so that his vessel could be the first to successfully navigate the passage. In 1940, the Royal Canadian Mounted Police schooner began charting the grail's icy waters to demonstrate Canada's sovereignty over the north.

On Friday, January 30th, Dr. Kirsty Duncan, Member of Parliament for Etobicoke North, tabled written questions in the House of Commons asking the Conservative government to report to Canadians any information it has regarding the health and safety concerns of caffeinated energy drinks and pre-mixed caffeine-alcohol drinks. This inquiry follows in the wake of growing concerns over possible adverse health effects related to excessive caffeine intake as well as the mixing of caffeine energy drinks with alcohol.
